For Debris/Recycling Bins

Debris and recycling bins are metal containers that are used for the disposal of a large quantity of material, typically during construction. The bins are approximately 8 feet wide and 12 to 24 feet long and are delivered provided by Recology Mountain View.

Recology Mountain View is the only company authorized to provide debris/recycling bin and disposal services within the City of Mountain View. All bins used by residents, business, or property owners in the City require:

  • a Debris/Recycling Box Contract with Recology at www.recology.com if located on-site or in the public street
  • a Temporary Encroachment Permit from the City if the bin is to be located in the public street.

Application Fee: $155 per box

Timeline

Time to Process: 30 days

Process 

1. Complete the Temporary Encroachment Permit Form.

2. Include a site plan showing the proposed location of the debris/recycling box in the public street. The site plan should include: 

  • Your property boundaries and the adjacent properties. Label the address of your property.
  • The driveway location of your property and the adjacent properties
  • The location of the debris/recycling box on the public street per the City location guidelines (see below).

3. Complete the Debris/Recycling Box information online at www.recology.com. For questions regarding this form, please contact Recology Mountain View Customer Service at 650-967-3034.

4. Submit the completed Temporary Encroachment Permit form and site plan to Public Works online

5. Once received, City staff will coordinate fee payment online for the application and, following confirmation of receiving payment, will send an approved copy of the Temporary Encroachment Permit to the applicant and Recology Mountain View.

Location Guidelines

To maintain safety and visibility of vehicles and pedestrians, the City has the following locational guidelines for the placement of debris/recycling bins in the public street, which all Temporary Encroachment Permits must comply with:

  1. The bin CANNOT be located in front of your neighbor's property.
  2. The bin must be at least 6 feet from any driveway, including your own driveway.
  3. The bin CANNOT be in a no-parking zone, a fire lane, or passenger loading zone.
  4. The bin CANNOT be placed within 15 feet of a pedestrian crosswalk (striped or unstriped). This includes street intersections, or street corner crossings, that are not marked or painted on the street.
  5. The bin must be at least 15 feet from any fire hydrant.
  6. The bin is not allowed on narrow public streets less than 36 feet wide, measured from street curb to street curb.
