Upcoming City Office Closure

City offices will be closed for the holidays from Thursday, December 25, 2025 through Thursday, January 1, 2026. City offices will reopen at 8 am on Friday, January 2, 2026. No public counter, permit review, or inspection services will be available during this closure.  

No new permit applications will be accepted after 5:00 p.m. on Tuesday, December 23, 2025. Any resubmittal or fees received on an existing permit from December 24, 2025 through January 1, 2026 will not be processed until city offices reopen. All building and fire protection permits submitted after December 23, 2025 will be subject to the 2025 California Building Codes, inclusive of any local amendments.

No public counter services will be available on Wednesday, December 24, 2025.

 New 2025 Building Codes Coming!

The California Building Standards Commission (CBSC) released the new 2025 California Building Standards Code (State Code), which will become effective on January 1, 2026. The City Council approved local amendments to the State Code on September 9, 2025 (Ordinance No. 9.2025), which will also be effective on January 1, 2026 once approved by State Agencies. The Council adopted new Reach Code requirements as part of the local amendments, including:

  • AC to heat pump replacement requirements for existing single-family residential, when a air conditioning unit is proposed to be replaced;
  • Electric-readiness requirements (electrical pre-wiring) for all building remodels or additions where gas or propane equipment is installed in single-family/duplex, multifamily residential, and nonresidential buildings; and
  • Bird-safe glass design requirements for multifamily residential and nonresidential development new construction and major renovations where glazing is installed/replaced.

Answers to Common Questions on the new Reach Code requirements 

Effective January 1, 2023, all plans submitted for Building and Fire plan check and permitting will be required to comply with the following codes and standards, which are adopted by reference in Chapter 8 (Building), Chapter 14 (Fire Prevention) and Chapter 24 (Hazardous Materials) of the City Code:

The Mountain View Green Building Code (MVGBC) and local Reach Codes, amends the State-mandated California Green Building Code (CalGreen) to include local green building standards and requirements for private development. The MVGBC applies green building requirements per building type and threshold to new construction, residential additions and commercial/industrial tenant improvements.
