All building application forms and submittal checklists are available on the Building Forms page.
Plan Check Review Process
Per State law (AB 2234) effective January 1, 2024, all building permits for residential and nonresidential additions, remodels, and new construction will be subject to a two-part City review.
Completeness review occurs first to confirm the permit application submitted includes all required materials, based on the City's application submittal checklists. City staff will notify the applicant of any missing or incomplete information after 3 weeks. If deemed incomplete due to missing information, the applicant must resubmit for another 3 week review to determine completeness.
Then, once an application is complete, City staff will conduct code compliance review, verifying the permit complies with City and State codes and requirements. City staff will notify the applicant of any corrections or revisions necessary to meet requirements following standard permit review times (which vary based on permit scope between 4 to 6 weeks).
Note: All other permits are not impacted by this new law and remain with their existing review timelines including Fast track permits, one-stop permits, ADUs, solar permits, EV charger permits, and same-day permits.
