For Single-Family Homes and Duplexes

A permit is required to remove, or abandon, an existing swimming pool or spa, which must be obtained prior to the start of the work. The following materials must be submitted:

  • One set of 11" x 17" electronic plans digitally stamped and signed by the designer, licensed architect, licensed contractor, or homeowner responsible for preparing the plans. The plans shall include:
    • A written description of the scope of work, including a note on if the pool shell is to remain or be removed.
    • A site plan, with the following items included:
      • Location and size of the swimming pool.
      • Distance of the swimming pool to all property lines and structures.
      • Material to be used to fill the pool (i.e., gravel or sand).
      • If the pool shell is to remain, show on the plans the depth of demolition from finish grade (minimum 12”) and show the percent of pool bottom punched out (minimum 20%).
  • Provide a compaction report from a California licensed Geotechnical/Soils Engineer indicating percentage of compaction, back fill material and soil type, which must be provided to the City Building Inspector at the final inspection.
  • If the property is overseen by a Homeowners Association, a letter of authorization signed by the HOA Board or President or proof of HOA approval is required.

Typical Time to Receive Permit: 5 to 8 business days

Process

  1. Submit your demolition permit online
  2. After your submission (during prescreen), City Staff will contact you to provide instructions on fee payment online. 
  3. City Staff will verify your application is complete and code compliant. City Staff will provide any comments or corrections within 5 business days.
  4. You will need to reply to all of the City comments and provide any additional information as part of your resubmittal online
  5. City Staff will review your resubmittal within 3 business days.  Each subsequent review cycle, City staff has 3 business days to review and provide any corrections.
  6. Once your permit application is complete and code compliant, the City will issue a permit to your licensed contractor to begin construction.
  7. You contract will schedule inspections with the City Building Inspector online.
  8. Once demolition is complete, the City Building Inspector will conduct the final on-site inspection. 

Requirements

  • All gas, water and sewer lines to the pool must be securely capped off (CPC 722 & CPC 1203.6).
  • All electrical pool equipment, including abandoned cables, must be removed (CEC 725.25).
